1.Infrastructure
Power: The electricity is abundant in WEDZ and it has good quality power-supply net.
Voltage levels: 10KV, 35KV, 110KV and 220KV.

Sewage treatment: Two sewage treatment factories are in operation with daily ability of 50,000 tons. There are two drainage pipes, one for rainwater and the other for wastewater. The connect fee of sewage system is free.

Water: There is one water factory with capacity of 100,000m3 per day in WEDZ. And water pipes with φ300mm are set up. The water, drawn from TaiLake, is the second-class water.

Tele-communication: 200,000 sets of program-controlled telephones; carry on international, national telex, telephone, mobile phone, data communication, fax communication operations and ADSL, ATM, DDN broad band connect. The IT skeleton netting is finished, and it can provide service with existing equipment.

Lands: WEDZ offers lands with “Seven Supplies and One Leveling” (road, water pipes, telecommunication, power, rainwater drainage systems, waste water pipes, natural gas and leveled land).

1)、Residence

The total constructed area for residential districts in WEDZ is over 450,000m2 with green rate over 40%. There are 4 considerably large-scale residential districts with different levels. Thathave facilities such as shopping centers, entertainment centers, restaurants, etc.)

At present, there are large-scale department stores, supermarkets, various specialized markets and star-marked hotels. There are one five-star, one four-star, four three-star and two two-star hotels. The five-star Haiyue Garden Hotel is building in development zone.

2)、Education

Wujiang has a long history and it is originally a place with various talents. The cultural level here is considerably high. At present, there are ExperimentalMiddle School, LuxiangElementary School, Vocational School, WujiangNormal School, Adult Education Branch of Nanjing Post & Telecommunication College, Bujiang Branch of Suzhou University, Jiangsu TV University, etc. The school condition and teaching facilities are considerably advanced. Besides, Wujiang has set up an all-round cooperative relationship with universities like NanjingUniversity and SuzhouUniversity. There is “TalentsExchangeCenter” and “Labor Market” in Wujiang. They offer sufficient and high quality human resource for all the enterprises including foreign-funded enterprises.

4)、Coordinated Services

Wujiang has satisfactory coordinated services. All the functional institutions can offer convenient and swift services to the foreign investors (like Bureau of Commodity Inspection, the Customs, the Law Court, Bureau of Foreign Trade and Economic Cooperation, the Industrial and Commercial Bureau, Insurance Companies, etc.). WEDZ carries out “One Stop Service”. All fees during project procedures will be collected by various departments.

(1) Bureau of Foreign Trade and Economic Cooperation: If all documents are ready and correct, the approval certificate will be available in one week.

(2) Industrial and Commercial Bureau: If all documents are ready, the business certificate will be available in 3 days.

(3) Bureau of Commodity Inspection: It offers authenticated services of ISO9000 Standard and ISO14000 Standard. And it handles on-site business and will be on call at any hour. Besides, it treats urgent and special cases with appropriate methods.

(4) The Customs: There are Customs Direct Office and LogisticsCenter in WEDZ and they work as port customs. Main businesses of Wujiang Customs are: register of I/E enterprises of Wujiang area, I/E commodity declaration of I/E enterprises, examination and approval of facilities tax reduction of foreign enterprises, supervision of I/E commodities, collection of customs duties, examination and approval of imported material booklet, customs shift of import business and carry down of export commodities, checking and cancellation of processing trade booklet, examination and approval and management of bonded factories, bonded warehouses, bonded groups. In line with the principle of offering good service, Wujiang Customs handles cases for 24 hours and can offer on-site service. The first state-approved Processing Business Networking Supervision District was planned and constructed in the first half year of 2002 and it will be finished and put into use in the latter half year.

5)、Coordination Matters

1. Taxation reduction for imported equipment: base on relative approval documents (Project Approval, Approval Certificate, Business License), the Administrative Committee of WEDZ is responsible to get Project Letter of Confirmation jointly with Foreign Trade and Economic Cooperation Bureau, and then go through the formalities of taxation reduction for imported equipment jointly with the Customs.

2、“Two Types Enterprises” application and confirmation: the confirmation of “Technology-advanced Type” and “Export-oriented Type” enterprises is subject to joint assistant by the Administrative Committee of WEDZ and relative departments like Science & Technology Bureau.
